NOBLE endorsement shifts momentum for CLARITY Act in Senate

The National Organization of Black Law Enforcement Executives has become the first major law enforcement group to publicly back the Digital Asset Market Clarity Act. By endorsing the legislation, NOBLE breaks ranks with other police and prosecutor organizations that previously warned the bill might hinder digital crime investigations.

In a letter addressed to Senate leaders John Thune and Chuck Schumer, NOBLE National President Reneé Hall argued that the bill provides essential tools for investigators without compromising existing criminal authorities. This position directly counters claims from groups concerned that Section 604—which addresses the Blockchain Regulatory Certainty Act—would create loopholes for illicit finance by shielding certain non-custodial developers from money transmitter regulations.

The Department of Justice has already challenged these critical narratives, asserting that fears regarding enforcement gaps are inaccurate. NOBLE’s support provides a strategic boost for proponents who must now secure 60 votes on the Senate floor. With the legislative calendar constrained by an upcoming recess, the window for a vote before a potential push into 2027 is closing. Industry advocates, including Stand With Crypto, are currently intensifying pressure on lawmakers to act when the Senate reconvenes on July 13, warning that further delays threaten to drive domestic innovation and capital to overseas markets.
