To bridge this gap, Buterin advocates for a framework of predefined, objective triggers that would necessitate a temporary slowdown in AI development. These benchmarks include measurable societal shifts, such as unemployment rates exceeding 25%, the emergence of super-pandemics, or the widespread proliferation of autonomous lethal drones. Such measures align with his "defensive acceleration" (d/acc) philosophy, which emphasizes cryptography, formal verification, and robust public information systems over centralized oversight.

The proposal arrives as the competitive landscape for large language models intensifies, marked by the recent release of SpaceXAI’s Grok 4.5 and OpenAI’s GPT-5.6. While Buterin remains non-committal regarding specific AI timelines, he asserts that integrating decentralized tools—such as on-chain governance and zero-knowledge proofs—could provide the transparency needed to verify trigger events. By evolving into a governance platform, X could potentially shift the decision-making process from opaque institutional boardrooms to an open, verifiable digital environment.
