Circle President Heath Tarbert offloads $30.8M in company stock

Since June 2025, Circle President Heath Tarbert has liquidated approximately $30.8 million in CRCL shares across 10 separate transactions. While these sales coincide with a significant decline in the company’s market valuation, Tarbert retains a stake of over 500,000 shares, signaling his continued involvement with the firm.

The SEC filings reveal that Tarbert generated the total sum through a combination of stock sales and option exercises ending in July 2026. Despite the divestment, the executive has made no open-market purchases during this period. The sell-off occurs as Circle’s stock price has retreated from its post-IPO peak of roughly $260 to the low $60 range, a slide exacerbated by the entry of the Open USD stablecoin and the company’s removal from several Russell Growth indexes.

Addressing investor concerns, Tarbert recently emphasized that the company remains committed to long-term financial infrastructure over short-term price fluctuations. He maintains that USDC’s circulation of $73 billion and its presence across 34 blockchains provide a competitive moat that rivals will struggle to replicate. Nevertheless, financial institutions are cooling on the stock; Mizuho recently slashed its price target to $50, citing potential margin pressure from emerging revenue-sharing models. Meanwhile, JPMorgan lowered its earnings forecasts for both Circle and Coinbase due to evolving reserve income arrangements. Despite these headwinds, Circle secured a regulatory milestone on July 10, receiving federal approval to establish the Circle National Trust for digital asset custody.
