Blockchain analytics firm Arkham Intelligence flagged the movement on July 25, noting that the tokens—valued at approximately $16.91 million—were split across three addresses. These specific wallets have historically forwarded assets to BitGo, sparking speculation about whether the move signals an impending distribution of token unlocks. While the transaction does not confirm a sale, it highlights the concentration of supply in insider-controlled accounts, with roughly 80% of the total TRUMP supply remaining in such hands.

The timing of the transfer heightens pressure on the CLARITY Act, a piece of legislation currently stalled in the Senate. Senate Majority Leader John Thune is pushing for a floor vote before the August recess, but the bill faces significant opposition. Central to the conflict is a proposed ethics provision that would force elected officials, including the president, to divest from digital assets or place them in blind trusts. Democratic Senator Angela Alsobrooks has emerged as a key critic, arguing that limiting enforcement power solely to the Department of Justice is insufficient. This disagreement persists despite President Trump’s recent signal that he would accept the ethics provision if it secures a path for the broader bill.
