Zimbabwe SEC Opens Regulatory Sandbox for Seven Fintech Ventures

Seven fintech companies have secured approval from the Securities and Exchange Commission of Zimbabwe to launch live trials within a controlled regulatory sandbox. With four of the selected projects focusing on asset tokenization, the initiative aims to stress-test blockchain-based fundraising, crowdfunding, and synthetic trading under strict commission oversight.

The SECZ has cleared Zimbabwe Entrepreneurship Exchange, Ndarama Standard, Questview Brokers, Crowdaxe Capital, Procode Platforms, Financial Securities Exchange (FINSEC), and Colmin Resources Zimbabwe to begin operations. These firms will conduct 12-month trials, during which the regulator will monitor customer limits, transaction exposure, and risk controls. While the sandbox allows for live user testing, the commission retains the authority to revoke participation if projects fail to meet safety standards or regulatory requirements.

Tokenization remains the primary driver of this cohort. While Ndarama Standard and Colmin Resources Zimbabwe focus on asset and infrastructure tokenization respectively, Procode Platforms is testing the digitization of securities. Notably, this sandbox entry does not grant a full commercial license. Upon completion of the trial, firms may receive a conditional no-objection letter or be required to satisfy further product-specific mandates. The regulator clarified that these securities-focused trials operate independently from the Reserve Bank of Zimbabwe’s separate framework for virtual asset service providers, which governs cryptocurrency exchanges and custody services.
