Russia issues international arrest warrant for Pavel Durov

The Federal Security Service of Russia alleges that Telegram provided a haven for Ukrainian intelligence services and extremist groups to coordinate attacks, recruit operatives, and execute cyber fraud. Moscow claims the platform systematically ignored requests to remove these channels and bots. Simultaneously, Durov faces ongoing legal scrutiny in France following his arrest at Le Bourget Airport in August 2024. French investigators continue to examine whether Telegram’s moderation practices enabled organized crime, drug trafficking, and the distribution of child sexual abuse material. While Durov has successfully challenged some travel restrictions, the core investigation remains active. The founder has consistently argued that holding a platform executive liable for third-party user actions sets a dangerous legal precedent, framing these international battles as a defense of global digital privacy against encroaching government surveillance.
