Cloudflare Launches Identity Layer for AI Agent Payments

The new system introduces two distinct wallet tiers: Account Wallets for organizational oversight and Virtual Wallets for agent-based spending. By utilizing API keys, agents can perform tasks like purchasing data, AI inference, or online content within strict parameters set by the owner. These controls include merchant whitelisting, transaction caps, and budget limits, designed to mitigate the risks associated with autonomous spending.

Cloudflare is positioning these handles as a human-readable identity layer, similar to the Domain Name System, to help merchants identify specific software agents. This initiative complements the x402 protocol, which enables websites to demand payment for resources via HTTP 402 status codes. With 75.41 million transactions recorded on the protocol over the last thirty days, the ecosystem is already seeing significant activity among early adopters.

Despite the rollout of handles, the company has yet to clarify critical operational details. Potential users are still waiting for information regarding supported stablecoins, blockchain networks, and custodial partners. Until these regulatory and technical frameworks are finalized, the project functions primarily as an identity reservation system rather than a fully operational payment gateway.
