Wyoming’s latest 13F filing reveals an indirect stake in the HYPE token through Hyperliquid Strategies, marking a shift in the state’s approach to digital asset exposure. Rather than holding volatile tokens directly on its balance sheet, the state is utilizing publicly traded vehicles to participate in the growing blockchain ecosystem.

Blockworks analyst Shaunda Devens highlighted the disclosure, noting that Wyoming acquired shares in Hyperliquid Strategies ($PURR) during the second quarter. While the filing does not specify the exact size of the position or the intent behind the allocation, it aligns with a broader institutional trend: leveraging regulated corporate securities to gain market exposure while operating within existing financial frameworks.

This investment complements Wyoming’s aggressive push into blockchain-based infrastructure. Earlier this year, the state launched the Frontier Stable Token (FRNT), a government-managed, dollar-backed stablecoin with reserves overseen by Franklin Templeton. Beyond finance, the state is aggressively courting high-performance computing and data center growth. Governor Mark Gordon’s recent Executive Order 2026-03 aims to streamline the development of AI-ready infrastructure, positioning Wyoming as a hub for both Bitcoin mining and the burgeoning artificial intelligence sector.

State officials continue to cement this influence through policy and high-level engagement. Later this month, Wyoming will host the Wyoming Blockchain Symposium in Jackson Hole, drawing a roster of industry leaders including Ripple CEO Brad Garlinghouse and SEC Chair Paul Atkins. The event is set to tackle the intersection of decentralized AI, financial market structure, and the evolving landscape of U.S. crypto regulation.
