Binance Data Disclosure Fuels Terrorism Case Against IT Specialist

Russian investigators secured identity documents and transaction logs from Binance to build a terrorism financing case against Yuri Belenkiy. The 49-year-old IT specialist stands accused of funneling over $700 in cryptocurrency to groups linked to the Ukrainian military, a move Moscow classifies as support for a terrorist organization.

Records obtained by Russian authorities include Belenkiy’s passport details, Bulgarian residency permit, and a complete history of transfers to wallets promoted by Kremlin critic Arkady Babchenko. The Investigative Committee utilized this data to substantiate charges that Belenkiy financed the Azov Brigade and other entities connected to Ukraine’s defense efforts. While the defendant remains in detention awaiting trial, the involvement of the world’s largest exchange highlights the friction between global data privacy standards and localized legal demands.

Binance maintains that it routinely complies with lawful requests from law enforcement agencies worldwide, regardless of the political context of the charges. The exchange declined to comment on the specifics of the Belenkiy case, noting that it does not dictate how governments utilize provided information in court. Legal experts remain divided on whether EU privacy regulations, specifically GDPR, should have shielded the data given Belenkiy’s residency status. Despite Binance’s formal exit from the Russian market in 2023, the case underscores the lingering reach of Russian investigators into the historical records held by international platforms.
