The exchange intends to submit its application once the regulator’s authorization gateway officially opens on September 30, 2026. While this move signals a strategic shift to regain a foothold in the British market, the path to approval remains uncertain. The FCA maintains active restrictions on Binance Markets Limited, a legacy of a 2021 enforcement action that barred the entity from conducting regulated activities without prior written consent.

Regulators have previously expressed skepticism regarding the exchange’s corporate structure and the complexity of its product offerings. If Binance proceeds with the filing, it will face a rigorous assessment process covering governance, capital requirements, and financial crime controls. Success is not guaranteed, and the FCA has provided no indication that it expects to grant the firm a license. Even if the application is submitted, the company must clear high "fit and proper" standards to operate under the new regime, which covers everything from trading platforms and custody services to stablecoin activities.
