Global Financial Consortium Begins Quantum-Resistant Blockchain Pilot

Financial institutions and regulators from Europe, the Middle East, and Asia launched a joint pilot on Aug. 24 to test post-quantum security for digital assets. The initiative evaluates how banks can adopt new cryptographic standards to secure blockchain wallets and transfers against future quantum computing capabilities.

The project, convened by the Responsible Fintech Institute with technology partner Safeheron, utilizes a specialized NEAR testnet to evaluate wallet creation and on-chain transfers. Participating banks, including Bison Bank and DK Bank, are testing the integration of ML-DSA-65 signatures, a protocol standardized by the U.S. National Institute of Standards and Technology (NIST) in 2024. By combining these signatures with multiparty computation, the group aims to secure transactions without requiring a single private key to be reconstructed in one location.

While no existing quantum computer can currently compromise blockchain signatures at scale, the pilot serves as a preparedness exercise for institutional adoption. Financial authorities from Abu Dhabi, Bhutan, and Malta are observing the initial phase to assess governance, cross-border interoperability, and operational resilience. This oversight is intended to help regulators understand how quantum-resistant infrastructure aligns with existing cybersecurity and risk management frameworks.

Organizers plan to publish a white paper detailing the research and test results, with intentions to eventually release the underlying protocol as open-source software. This approach follows warnings from the Bank for International Settlements regarding the complexity of migrating financial systems to quantum-safe environments. The pilot does not involve public mainnets or customer funds, and future milestones depend on the successful completion of technical testing and subsequent governance reviews.
