The primary point of friction remains the proposed ethics provision, which would restrict a sitting president and their immediate family from profiting from digital-asset businesses. While the White House claims it has proposed the most comprehensive ethics framework in history, Democrats argue these measures fail to adequately address conflicts of interest involving presidential relatives.

Senator Thom Tillis, a key negotiator, warned that the legislation will collapse without a compromise from the White House. The urgency is compounded by internal Republican dissent, with senators like Josh Hawley and Rand Paul voicing concerns over stablecoin rewards and the potential for deposits to migrate away from insured lenders.
