KuCoin Joins Crypto Exodus From Russia and Belarus

Cryptocurrency exchange KuCoin has officially ceased operations for users in Russia and Belarus, citing vague regulatory compliance requirements. The platform is now forcing an orderly wind-down of accounts, with affected customers receiving individualized deadlines to close their positions and withdraw assets rather than adhering to a single, universal cutoff date.

The October 29 announcement signals a broad retreat from these markets, covering the entirety of the exchange’s product and service suite. While KuCoin stopped short of naming specific legal orders or sanctions as the trigger for its departure, the move follows a pattern of heightened regulatory pressure across the industry. Users who have not yet received a direct notification are advised to remain passive, though their accounts remain subject to existing terms and ongoing restrictions.

This trend of market withdrawal has accelerated throughout October. Both MEXC and Bitget recently implemented similar service blocks for Russian and Belarusian residents, mirroring KuCoin’s approach of notifying users on a case-by-case basis. These exits occur against a backdrop of tightening European Union sanctions, which have increasingly targeted crypto providers suspected of facilitating sanctions evasion. The Council of the EU recently expanded its reach, introducing mechanisms to restrict transactions with third-country platforms that support such activities. For KuCoin, this is not the first major market exit: the exchange previously committed to a multi-year withdrawal from the United States following a $297 million settlement with the Department of Justice over unlicensed money-transmitting operations.
