The campaign arrives as the Senate’s unexpected recess and shifting legislative priorities narrow the window for crypto reform.

The campaign, which Ripple officially launched on June 25, aims to maintain pressure on Congress to establish a formal regulatory framework for digital assets. Lauren Belive, Ripple’s co-head of public policy, framed the initiative as a direct appeal for transparency as the legislative timeline becomes increasingly precarious. The Senate is currently adjourned until July 13, leaving a truncated schedule for lawmakers to address pending policy before the upcoming August recess.

Legislative momentum is further complicated by competing demands on the congressional agenda. President Donald Trump recently deferred signing the bipartisan 21st Century ROAD to Housing Act in favor of prioritizing the SAVE AMERICA Act, adding to the logjam. Despite these hurdles, the Department of Justice has intervened in the debate to address concerns from law enforcement groups. A spokesperson for the agency stated that the CLARITY Act would not impede federal investigations, confirming that prosecutors would retain full authority to pursue crimes such as drug trafficking and terrorism financing involving digital assets.

Treasury Secretary Scott Bessent continues to advocate for the bill, explicitly ruling out a central bank digital currency while urging legislators to finalize the current proposal. With the CLARITY Act already on the Senate Legislative Calendar following committee approval, Ripple’s mobile displays serve as a visual reminder to lawmakers that the sector expects action when they return to Washington in mid-July.
