Protect Progress, an affiliate of the Fairshake network, has emerged as a primary driver of this capital influx. The group directed $5.5 million toward Maryland State Delegate Adrian Boafo, who is vying to replace retiring Congressman Steny Hoyer in the 5th District. Boafo, who faces a crowded field of over 20 primary challengers, has framed his platform around expanding economic opportunities through blockchain policy. Simultaneously, the group committed $1.5 million to New York Representative Ritchie Torres, with an additional $300,000 from Fellowship PAC, reinforcing support for a vocal proponent of the Congressional Crypto Caucus.

While electoral spending gains momentum, the legislative path for the CLARITY Act remains fraught with friction. Lawmakers are currently reconciling disputes over ethics provisions and anti-money laundering safeguards, with Senate Agriculture Committee Chairman John Boozman noting that a lack of technical literacy among members continues to hamper progress. Digital Chamber CEO Cody Carbone emphasized that the legislative clock is running out, as industry groups scramble to secure a framework before the August recess. With White House advisor Patrick Witt and Senator Bill Hagerty pushing for a breakthrough, the intersection of campaign funding and regulatory negotiation has become the focal point of the current congressional session.
